Public Hospital Performance: Evaluation Opportunity and the Complexity of the Organizational Context (Case of Morocco)
The evaluation of organizational performance is a central concern for both researchers and practitioners. The issue of hospital performance has attracted the interest of numerous research efforts that have developed evaluation models addressing its various dimensions. These models bring together measurable indicators capable of providing insights into complex phenomena that are sometimes difficult to grasp. This article examines the operational nature of an integrated performance evaluation model in the context of public hospitals. This model, known as EGIPSS (Global and Integrated Evaluation of Health System Performance), has served as a basis for assessing hospital institutions and has yielded conclusive results in contexts where both structures and management practices have undergone significant development. When applied in specific organizational contexts such as Morocco, can the relevance of this model be questioned? Do evolving practices and expectations not call for adaptations to the model? These are some of the questions that have motivated this study. The findings highlight the importance of accounting for various factors that shape the evaluation system, as well as the governance model of the organization being assessed.
