A Data-Free Governance Framework for Municipal AML Prevention
This repository provides a data-free, audit-ready governance framework for structuring anti-money-laundering (AML) prevention at the municipal level. The framework does not analyze individual cases, transactions, or persons. Instead, it focuses on organizing processes, roles, controls, escalation paths, and documentation in a transparent and reviewable manner. Included are:(1) the baseline governance framework,(2) a formal optimization algorithm for structural improvement under uncertainty, and(3) hypothetical structural simulation results illustrating changes in governance quality metrics. The materials make no claims regarding actual AML effectiveness and are intended solely as a structural and organizational reference
