CIRA: A System-Centric Architecture for Civilizational Resilience against Hybrid and Intentional Disruptions
Category: cs.CR (Cryptography and Security), cs.SY (Systems and Control) Keywords: System Resilience, Hybrid Warfare, Threat Modeling, Risk Prioritization, Critical Infrastructure Protection, Macro-Systems. The operational landscape of the 21st century has shifted from "accidental failures" to "engineered disruptions." Traditional systems engineering models manage risk based on probability and impact. However, in the context of hybrid warfare and state-sponsored cyber-physical attacks, probability is not random; it is a function of the adversary's intent and resource allocation. Existing frameworks often fail to detect "Silent Crashes"—scenarios where a low-noise cognitive disruption (e.g., a loss of trust) triggers a high-impact physical or economic collapse. There is a critical need for a unified "Macro-System Architecture" that integrates intangible dimensions (cognitive, social) with tangible infrastructures (cyber, physical) under a single monitoring logic. This paper proposes CIRA (Civilizational Immune Response Architecture), a methodology that treats a civilization or large-scale organization as a single organism with distinct functional components, requiring an integrated immune response rather than isolated security patches.
