Reframing China’s educational cooperation with LAC: blueprints in sync, emerging priorities and organisational responses

Purpose This article explains how two new top-level texts – a Chinese domestic education development outline and a multilateral holistic action plan – recast China–LAC education cooperation. It identifies the shared priorities that structure the agenda and interprets both ongoing and anticipated organisational responses on the Chinese side within a horizontal South–South paradigm. Design/methodology/approach This study adopts an organisational perspective and a qualitative documentary approach. It undertakes diachronic readings (Outline 2010 vs Outline 2024; Action Plan 2022 vs Action Plan 2025), followed by a synchronic crosswalk of the two latest texts and an organisation-aware interpretation tracing potential cascades from party–state issuers to ministerial, sub-national and non-governmental actors in China. Findings Three joint priorities emerge: strategic openness and agenda-setting (with consensus/trust mechanisms), digitalisation and scientific-talent pipelines and vocational education as international capacity cooperation. Together they shift China–LAC cooperation from scattered exchanges to a comprehensive strategic endeavour. Practical implications Top-level policy shifts in China are mobilising multi-level organisational responses across ministries, local governments and non-governmental entities. Ministerial templates are being replicated through new training programmes, institutional partnerships and vocational initiatives that align with Global South priorities. These actions strengthen coordination among actors, turning abstract goals into tangible projects. As structures adapt, China–LAC educational cooperation becomes more institutionalised, translating a shared Global South framework into practice. Originality/value The article combines diachronic and synchronic policy mapping with an organisational perspective to generate forward-looking interpretations – an approach rarely applied in studies of higher-education internationalisation, especially for China–LAC.
