A Unified Framework for Strategic Deception and Counter-Deception: A Scalable Meta-Model for AI-Enabled National Protection
This paper introduces a comprehensive, operationally oriented meta-framework for both conducting and defending against strategic deception across military, cyber, economic, and cognitive domains. The model reduces all known deception techniques to two fundamental mechanisms—Luring (induced contamination) and Tainting (direct poisoning)—and identifies four universal target layers: Data, Measurement Instruments, Standards & Algorithms, and Decision-Makers. A 12×2 interaction matrix, combined with a five-stage operational cycle, cost-benefit analysis, adversary response forecasting, and mandatory exit strategies, transforms the framework into an executable planning and defense tool. Real-world cases from 2024–2025 (Ukrainian decoy operations, ClickFix cyber deception, deep-fake financial fraud, Hamas information manipulation, and Chinese AI-enabled denial & deception) are mapped to the model. Designed as a scalable meta-framework, it allows small teams to operate with 3–5 cells while enabling large organizations or nation-states to implement AI-driven, nationwide counter-deception systems.
