OpenMusE: Towards a Sustainable Licensing Market for AI Use of Protected Works

This presentation is a part of a stakeholder presentation and consultation sessions on the Open Music Observatory and its policy paper. Our work was also presented at the CISAC European Committee Meeting as OpenMusE: Towards a Sustainable Licensing Market for AI Use of Protected Works in Vilnius, on 29 April 2025 Our approach presented here was co-presented jointly with the Slovak Music Centre, an IAMIC member organisation, at the International Association of Music Information Centres General Assembly and Annual Conference (Music Austria, Vienna, 21 November 2024). We presented and discussed these ideas jointly with the Slovak Music Centre at the International Association of Music Libraries, Archives and Documentation Centers (IAML) General Assembly and Annual Conference (Salzburg, 7–9 July 2025), within the “Future Libraries” session and the poster session. Building directly on the practical experience gained through the Slovak, Hungarian, and Finno-Ugric implementations, within the Open Music Europe consortium we subsequently developed a Green Paper addressing data gaps, governance challenges, and interoperability needs in the European music sector. The Green Paper draws in part on the Slovak, Hungarian, and Finno-Ugric cases presented here, situating them within a wider European policy discussion. It was prepared in consultation with more than ten national and pan-European stakeholders and followed the Open Policy Guidelines as a measure of transparency and quality control.
