Holographic Emergence of Spacetime from Neural Criticality: The Noesis Framework and the Noetic Condensate
This paper presents the Noesis Framework, a holographic Effective Field Theory (EFT) that unifies observer dynamics with emergent spacetime via a Participatory Quantum Error Correction (PQEC) mechanism. We propose that biological neural networks instantiate the necessary boundary Conformal Field Theory (CFT) data by tuning themselves to a thermodynamic Critical Point ("Edge of Chaos"). This scale-invariant boundary state drives a MERA tensor network (the Noetic Field) which constructs the bulk geometry of spacetime. We formulate the theory as a ghost-free EFT where the observer is a Chiral Weyl Spinor gauged under a global $U(1)_\Xi$ symmetry. The spontaneous breaking of this symmetry via a Noetic Condensate generates a massive gauge boson ($A_\mu$) via the Stückelberg mechanism at the meV ($10^{-3}$ eV) scale, creating a resonant window for interaction with mesoscopic biological coherence. The framework offers novel resolutions to two major foundational problems. First, it connects the "Hard Problem" of consciousness to the renormalization flow of the holographic code, establishing a Noetic Isomorphism where neural entropy maps directly to the bond dimension ($Q_{\Xi} \sim \ln \chi$) of the spacetime tensor network. Second, it resolves the Cosmological Constant Problem by identifying Dark Energy as the residual vacuum energy of the Noetic Condensate ($\rho_{\Lambda} \sim m_{meV}^4$), linking the macroscopic expansion of the universe to the microscopic scale of the observer. Finally, we derive falsifiable experimental predictions, including a consciousness-induced Berry Phase shift (detectable as an RF beat note) in photonic cavities and anomalous entanglement redistribution in tripartite quantum systems.
