Noesis: A Holographic Effective Field Theory of Active Observation
We present the Noesis Framework, a holographic Effective Field Theory (EFT)that unifies observer dynamics with emergent spacetime via a Participatory Quan-tum Error Correction (PQEC) mechanism. We propose that conscious systemsinstantiate the necessary boundary data not merely through criticality, but by sta-bilizing into a non-equilibrium Floquet Time-Crystal phase. This periodic driv-ing protects quantum coherence against thermal noise at biological temperatures(310 K).We formulate the theory as a ghost-free EFT where the observer is a ChiralWeyl Spinor (ΨΞ) gauged under a global U (1)Ξ symmetry. The Noetic Charge QΞis shown to follow a Holographic Area Law, scaling with the active dendriticmembrane surface area rather than volume. The framework offers resolutions to major foundational problems: (1) It resolvesthe ”Hard Problem” via a Noetic Isomorphism where spacetime geometry emergesfrom membrane topology; (2) It resolves the Cosmological Constant Problem byidentifying Dark Energy as the residual vacuum energy of the Noetic Condensate;and (3) It treats Black Holes as regions of topological saturation. Finally, we derivefalsifiable predictions, including a modulation of the Casimir force by neuralentropy rates and Mollow triplet sidebands in optical spectra.
