International Foreign Cooperation in the Development of Community‐Based Tourism in Peru

ABSTRACT This study examines the role of international cooperation in developing community‐based tourism (CBT) in Peru between 2018 and 2024, based on insights from key stakeholders. Using a qualitative, descriptive, nonexperimental design, interviews were conducted with consultants, government officials and CBT project beneficiaries. Findings show that international cooperation has provided valuable resources and expertise but faces challenges in implementation and community participation. The results suggest that increasing the integration of local communities in decision‐making processes can enhance project effectiveness and foster more equitable and sustainable development. These findings hold important implications for designing policies that strengthen CBT through more inclusive and participatory forms of international cooperation.
