Human Resource Interventions for Strengthening Performance Culture in Government Departments
Abstract Government organizations in India have traditionally operated within strict rules and hierarchical systems, where performance and innovation often receive limited attention. This paper explores how specific human resource initiatives can gradually shape a more performance-oriented environment in such departments. Drawing ideas from the Ulrich HR Business Partner Model, the McKinsey 7S Framework, and approaches associated with High-Performance Work Systems, the article discusses the role of initiatives such as leadership development, digital personnel systems, competency-based practices, and structured evaluation mechanisms. These interventions, when implemented consistently and supported by organizational commitment, contribute to building a culture that values accountability, continuous learning, and improved service delivery
