Community Transformation Funds:Integrating statutory health and social care with the VCFSE in the UK

This new development article outlines the ideas behind a novel approach that we label Community Transformation Funds (CTFs) to improve integration between statutory and non-statutory health and social care organisations in the UK. We offer a rationale behind the need for improved integration and review the evidence on the two main component parts of CTFs – their financing mechanisms inspired by learning from Social Outcomes Contracts (SOCs), and their coordinative mechanisms inspired by learning from anchor institutions. It is hoped that the combination of CTF outcome funding and support for better coordinated local anchor constellations will enable greater diversity of engagement between statutory health and social bodies with place-based voluntary, community, faith, and social enterprise (VCFSE) organisations that are relevant to their communities, ultimately helping to improve health outcomes, reduce health inequities, facilitating more ownership and community led investment decisions in line with a Positive Public Policy and Administration approach.
