A Theory of Hybrid Intelligence Foresight: Evidence from GenAI-Powered Large-Scale Community Engagement
This paper introduces Hybrid Intelligence Foresight (HIF), a novel theory that integratesgenerative Artificial Intelligence (GenAI) with collective intelligence (CI) to enhanceparticipatory foresight processes. Drawing on a five-year longitudinal case study ofcrea.visions—a large-scale civic engagement platform—this study examines how hybridintelligence methods can democratize and enrich futures thinking. Between the years 2020-2025, crea.visions was used in 11 interventions in Denmark, France, Italy, and Serbia, whereover 7,000 participants co-created more than 30,000 futures artefacts using GenAI toolsembedded in participatory design workflows. Methodologically, the paper adopts an actionresearch and participatory design approach, combining descriptive synthesis and comparativeanalysis of technical, procedural, and institutional dimensions
