Simply the Best Evidence: Hoe onderbouwd HR-beleid de samenwerking tussen Academische Wereld en Praktijk versterkt in de Vlaamse overheid

Contemporary society faces complex wicked problems that demand effective and sustainable human resource decision-making from governments, particularly the Flemish administration. While existing literature emphasizes psychological factors in evidence adoption, this research reveals that institutional contexts play equally crucial roles in shaping decision-making processes, an area that has remained largely unexplored. This study examines the development and adoption of evidence-based human resource management (EBHRM), focusing specifically on how institutional and individual factors interact to either facilitate or impede its adoption. Through a comprehensive mixed-methods approach combining quantitative and qualitative research, the findings illuminate EBHRM as a multifaceted management approach requiring nuanced understanding and strategic implementation. The research demonstrates that successful EBHRM adoption depends not only on individual psychological readiness but also on supportive institutional environments that enable evidence-informed practices. Furthermore, the study explores the critical relationship between academic researchers and practitioners, revealing how EBHRM can serve as a bridge to enhance collaboration between these traditionally separate spheres. The empirical findings provide valuable insights for policymakers, HR professionals, and academics seeking to implement evidence-based approaches in complex organizational contexts. By addressing both theoretical gaps and practical challenges, this work contributes to a deeper understanding of how evidence-based practices can be effectively integrated into contemporary public administration and human resource management.
