This article uses a qualitative method to provide a descriptive analysis of the issue. The findings of this research indicate that the mass mobilization led by Pandawara Group has encouraged approximately 3.700 people including the local communities, environmental activists, authorities, and local government to participate in the cleanup movement. However, the mass mobilization itself has not been successful in maintaining the cleanliness at Labuan Beach.
