Enhancing Territorial Resilience to Technological Accidents
The article proposes a risk management methodology for enterprises handling hazardous substances in quantities below the thresholds defined by the Seveso III Directive. Although not directly regulated, these enterprises may pose significant risks to surrounding populations and the environment. The methodology, based on ISO 31000 principles, includes risk identification, analysis, and evaluation using a simplified model, and emphasizes integration with spatial planning and civil protection. The goal is to enhance territorial resilience, improve preparedness, and support sustainable regional development.
