Financialisation: An Intractable Breach of Integrity in the Water and Sewerage Systems in England and Wales

An examination of water governance and regulatory challenges in England and Wales related to financialisation in the water and sanitation sectors. This paper contributes to research on the privatisation of the water and sewerage sectors by mapping the process of financialisation and its effects on water and sewerage in England and Wales from the perspective of integrity. It considers how and why regulation has failed to adequately curb these failures and raises concerns for the financialisation of water utilities and indeed water resources. It can also serve as an example to other financialised (public) sectors and services such as health care, energy, transport and others. This paper asks: How has financialisation undermined integrity in the provision of water and sewerage in England and Wales?
