Social and Pedagogical Conditions for the Development of Homeschooling in Ukraine

The Ukrainian Law on Education of 1993 legally enshrined homeschooling as an independent form of obtaining general secondary education in Ukraine. Until that time, homeschooling could exist only in the form of individual education, which at the beginning was oriented toward children with special needs. The coronavirus epidemic and the military actions starting in 2022 in Ukraine led to the destruction of the educational infrastructure and a lack of safe conditions for education throughout the country which entailed the rise in popularity of homeschooling in Ukraine. Internally displaced persons, as well as those who have migrated abroad but plan to return to their homeland, began to actively use homeschooling. Acute problems in the organization of homeschooling include the lack of proper methodical support, problems with the establishment of interactions between teachers, parents and students, issues concerning the coordination of individual study plans, and the assessment and evaluation of students. The development of the practice of homeschooling will contribute to solving these problems and increase homeschooling’s quality.
