Developing high-quality legal human resources for integration and digital transformation: Chinese Practices and Strategic Directions for Vietnam

The accelerating pace of socio-economic transformation, together with Vietnam's deepening integration into the global community, has generated increasing and urgent demands for high-quality legal human resources. As new business models emerge, cross-border transactions become more complex, and digital technologies reshape the mechanisms of governance and dispute resolution, the legal profession is expected not only to supply sufficient personnel but to ensure that they are capable, ethical, and adaptable to rapid change. Drawing on theoretical perspectives on legal human resource development and lessons from China’s experience in professionalizing and modernizing its legal workforce, this study provides an analytical foundation for policy reform in Vietnam. China’s reforms highlight a number of valuable reference points, including multi-layered training models, standardized judicial examinations, continuous professional development, and the integration of technology into judicial practice. These developments demonstrate how institutional coherence, strategic planning, and investment in long-term capacity building can significantly improve the quality and professionalism of legal practitioners. From this comparative lens, the paper outlines key implications for Vietnam, emphasizing the essential competencies required in the digital era. Legal professionals must possess strong interdisciplinary knowledge, technological literacy, sensitivity to international legal norms, ethical integrity, and the ability to respond to complex, emerging legal issues, particularly those arising in cyber governance, intellectual property, digital commerce, and data protection. The study argues that Vietnam should prioritize modernization of legal education by updating curricula, expanding experiential learning, aligning training with labour market needs, and fostering partnerships between universities, state agencies, and professional institutions. Equally important is the development of unified competency standards, transparent evaluation frameworks, and mechanisms that promote professional ethics and accountability. By pursuing a strategic and forward-looking approach to legal human resource development, Vietnam can strengthen its capacity to build a socialist rule-of-law state, enhance judicial effectiveness, and improve national competitiveness amid global digital transformation.
