Automating Data Exchange for the TEN-T: The Cyprus Case
This paper focuses on the CY TENtec Automated Exchange of Data (CY TENtec AED) solution, developed to support the implementation of the Trans-European Transport Network (TEN-T) policy in Cyprus under the revised Regulation (EU) No 2024/1679. As a key instrument for designing and developing a coherent, efficient, multimodal, and high-quality transport infrastructure across the EU, the TEN-T network comprises railways, inland waterways, short sea shipping routes and roads linking urban nodes, maritime and inland ports, airports, and terminals. The CY TENtec AED solution plays a central role in modernising data management while fostering collaboration and ensuring alignment with EU standards, addressing critical challenges such as fragmented data collection, limited interoperability, and stakeholder engagement. The platform employs a hybrid approach that integrates human validation and automation validation tools, facilitating the collection and exchange of data across transport modes, including Intelligent Transport Systems (ITS) datasets. This integration is achieved through the European TENtec Map Platform and will be further enhanced through the Cyprus National Access Point (CyNAP) enabling informed decision-making and future analysis. By improving reporting accuracy, interoperability, and stakeholder coordination, the CY TENtec AED positions Cyprus as a scalable model for digitalisation and ITS integration, offering actionable insights to support EU objectives of connectivity, sustainability, and operational efficiency.
