Impact Assessment and Comparative Analysis of Bihar Government Welfare Schemes: Addressing Food, Housing, and Employment Challenges

The Government of Bihar has launched numerous welfare programmes targeting food security, housing provision, and employment generation, primarily to uplift marginalized communities, unemployed youth, and rural households. This research undertakes a comprehensive impact assessment and comparative analysis of these welfare schemes using secondary data derived from government reports, national surveys (NFHS-5, NSSO, NITI Aayog) and independent evaluations. The study examines the design, reach, implementation efficiency, and outcome performance of key initiatives—specifically the Public Distribution System (PDS) and Mid-Day Meal Scheme under food security, Pradhan Mantri Awaas Yojana (PMAY-G) under housing, and Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) under employment. A comparative analytical framework evaluates the relative success of these interventions based on coverage, inclusiveness, sustainability, and impact on beneficiary livelihoods. District-level case observations from Muzaffarpur, Gaya, and Purnia illustrate geographical disparities in implementation outcomes. Empirical evidence indicates that Bihar has achieved moderate gains in housing and food access, particularly among rural poor, but employment programmes continue to face high unmet demand, delayed wage payments, and capacity constraints. Food-security interventions have improved basic nutrition outcomes yet remain hampered by inefficiencies in targeting and leakages. Housing programmes exhibit higher tangible success due to direct asset creation, but their benefits are unevenly distributed, particularly among landless and socially marginalized households. The comparative findings underscore that policy convergence, institutional coordination, and decentralised governance are essential for enhancing welfare delivery. Integration of employment, housing, and food-security measures at the panchayat level could significantly amplify their collective impact. The paper concludes with policy recommendations to strengthen data-driven monitoring, promote participatory implementation, and ensure equitable access across gender and caste lines. By presenting a multidimensional analysis, the study contributes to the broader discourse on inclusive growth, sustainable livelihood, and social protection in India’s least developed states. Keywords: Bihar, welfare schemes, food security, housing, employment, impact assessment, comparative analysis
