The Housing Capital Bridge: A Market-Infrastructure Framework to Restore Housing Affordability
This working paper proposes the Housing Capital Bridge, a market-infrastructure framework designed to address the structural causes of the U.S. housing affordability crisis. The paper argues that affordability challenges stem from systemic misalignments across mobility, risk-pricing, servicing standards, and fragmented lifecycle data—not simply high interest rates or inadequate supply. The Housing Capital Bridge introduces a standardized housing lifecycle rail that integrates origination, servicing, mobility, and capital-market processes through a unified data and verification layer. This infrastructure modernizes risk-pricing, supports mobility-aligned credit, improves capital allocation, and reduces long-term financing costs without relying on expanded subsidies or public-sector balance-sheet exposure.
