A Comparative Analysis of Priority Areas in South Korea's Ready Reserve Training Program Based on Case Studies of Major Countries

This study examined the selection and prioritization of reserve force training programs appropriate to domestic conditions. Candidate tasks were identified through a cross-analysis of foreign operational cases and prior domestic studies, and a two-round Delphi survey was conducted with experts possessing extensive experience in unit command and training. The resulting evaluation items were structured into a three-level hierarchy of objectives, criteria, and implementation alternatives, which enabled verification of judgment consistency and the quantitative derivation of weights. The analysis indicated that integrated training maximizing the linkage between simulated battlefields and actual forces and equipment, practice-based modules for enhancing cyber defense capabilities, and civil–military cooperative training for disaster and emergency response were the highest-priority tasks. These findings provide practical guidelines for sustaining the combat readiness of reserve forces and strengthening interoperability in combined operations within increasingly complex and uncertain security environments.
