Incentivized Universal Basic Income: A Decentralized Credit Scoring Framework for Automated Economic Governance
This paper explains a new way of delivering Universal Basic Income using modern technology. The idea is simple: everyone receives a stable monthly income, and the system uses blockchain and artificial intelligence to keep everything fair, transparent, and efficient. A major feature of the model is that individuals who use their income for productive purposes—such as long-term planning, education, health, or constructive financial choices - have the opportunity to increase their IUBI over time. This upward adjustment happens gradually and is based on consistent, positive signals captured through secure digital data. This mechanism is where the concept behind the Merit Based Dividend (MBD) takes effect, rewarding forward-looking behavior. Equally important is what the system does not do. If someone uses their UBI in a completely irresponsible or unproductive way, their income is never reduced. There is no punishment, no downgrade, and no drop. Their IUBI simply remains stable, at a fixed baseline level. The system is designed to encourage growth—not penalize mistakes - and to ensure that everyone maintains a reliable safety income regardless of their decisions. Blockchain creates secure digital identities and records, while AI oversees economic behavior and adjusts incentives so people are motivated to make responsible choices. This helps prevent long-term inequality and addresses the Matthew Effect, where people with advantages continue to get ahead while others fall behind. The model also includes a two-level governance system. Each country controls its own AI module, while a neutral int
