SOLIDARITY AND FAIR TOURISM AS A LEVER FOR LOCAL DEVELOPMENT IN MOROCCO
This article examines the role of solidarity and fair tourism in fostering local development in Morocco, with a focus on the commune of Guefait in the Oriental region. The study adopts an exploratory design based on a literature review, secondary statistics, and a territorial case study. Findings reveal structural bottlenecks weak infrastructure, limited promotion, skills gaps alongside opportunities aligned with Morocco’s tourism strategies. A SWOT analysis is complemented by a simplified demand equation, a local income function, and a Tourism Development Index (TDI), showing through a numerical example how diversification and stronger local capture can increase community income. Beyond diagnosis, the paper proposes operational instruments organized through a RACI matrix, assigning clear roles to communes, ministries, NGOs, and private actors. These tools provide a practical roadmap for improving governance, planning, and resource allocation. The article concludes that solidarity and fair tourism represent a credible pathway to diversify Morocco’s tourism offer, empower local communities, and advance progress toward the Sustainable Development Goals.
