This paper offers a close examination of the Plan de modernisation et d’équipement of the French Fourth Republic to highlight its crucial links with colonial culture. Although some historians have questioned the accuracy of the plan's statistics on the economies of France and its colonies, the fact remains that those documents conveyed a clear message: France depended on its colonies to stimulate dynamism in the ensemble français. An analysis of the three five-year programs, including their preliminary documents, sheds new light on France's imperial policy. The Plans de modernisation revive the longstanding argument about the colonies’ economic contributions and invoke the notion of a “natural” complementarity between Europe and the African continent.
