The Topological Enforcement Theorem (TET): Rigorous Derivation of the $C^\infty$ Regularity Constraint via Spectral Invariants and Variational Calculus
This technical preprint provides the complete and rigorous derivation of the five foundational steps comprising the Topological Enforcement Theorem (TET) (Theorem 3.2.1 in the accompanying manuscript, Unconditional Geometric-Spectral Resolution of the Riemann Hypothesis). The primary function of the TET is to solve the critical analytical problem of ensuring the unconditional self-adjointness ($\widehat{H}^* = \widehat{H}$) of the constructed Dirac-type operator $\widehat{H}$. This is achieved by establishing a strict, topologically-governed constraint on the operator's potential $\Phi$. The derivation proceeds through the following chain of logic: Geometric Setup: Explicit construction of the 13-dimensional manifold $M_{13} = S^4 \times S^1 \times \mathbb{C}P^4$ with the necessary SU(2) and SO(4) twisting bundles. Topological Selection: Proof that the specific Topological Selection Rule ($c_2(E_{Q_5}) + p_1(E_{A_4}) = 0$) is realized in $H^4(M_{13}; \mathbb{Z})$. Index Theory: Application of the Atiyah–Patodi–Singer theorem to show that the selection rule is the necessary and sufficient condition for the vanishing of the spectral asymmetry ($\eta(D_{\mathrm{tw}}) = 0$). Analytic Enforcement: Deduction that $\eta=0$ forces the vanishing of the second heat-kernel coefficient ($A_1=0$). The corresponding constrained variational problem yields a unique minimizer $\Phi_{\min}$. Crucially, the Euler–Lagrange equation for this minimizer is shown to be a zero-order pseudo-differential equation with $C^\infty$ coefficients, which rigorously enforces the $C^\infty$ regularity of the potential ($\Phi \in C^\infty(M_{13})$). Microlocal Exclusion: Use of microlocal estimates (Hörmander parametrix) to exclude potentials with finite Sobolev regularity, confirming that $C^\infty$ regularity is a necessary consequence of the topological constraint. This detailed derivation provides the essential, referee-ready analytic foundation required for the geometric spectral program.
