Enabling safe and responsible marine demonstrations in Europe

This policy brief summarizes key recommendations from Deliverable D3.3 of the BlueMissionAA project (Horizon Europe, GA 101093962). It presents a safe and responsible framework for implementing marine demonstration activities aligned with the EU Mission “Restore our Ocean and Waters by 2030.” The document addresses challenges in permitting, governance alignment, and ecological risk mitigation, proposing operational principles based on three pillars: risk-informed site selection, governance convergence, and transparent co-creation with regulators and communities. It includes lessons learned from case studies and policy recommendations to harmonize regulatory processes, ensure transparency, and enable scalability of innovative restoration solutions.
