Civic Resilience AI for Safe Education Access — Dual-Driver Spectral Coherence Protocol
This publication presents a civil-only research framework for AI-assisted child safety and educational access within public spaces. It integrates the GDPR’s Data Protection by Design and Default with the EU Artificial Intelligence Act’s Fundamental Rights Impact Assessment and sandbox mechanisms. The study introduces a Dual-Driver Spectral Coherence method that aligns real-world incident data and synthetic resilience indicators under a shared external driver. Deployments advance only if spectral coherence exceeds a defined threshold, ensuring measurable integrity and ethical alignment. The artifact includes a full Annex-IV-style Evidence Pack template (DPIA, FRIA, Model Card, conformity matrix, and appeal workflow) and is released as an Allied-Safe, Civil-Use-Only research artifact.
