International Soft Law
This article examines the role of soft law in international governance, highlighting its interaction with hard law and its influence on transnational markets and regulatory frameworks. Using case studies, including Illegal, Unreported, and Unregulated (IUU) fishing, the study demonstrates how non-binding norms shape behavior, foster cooperation, and prepare the ground for binding legal commitments. The analysis emphasizes the interplay between legitimacy, market dynamics, and normative authority, arguing that soft law is a crucial tool for adaptive and effective global governance.
