D3.1.1 Whitepaper on Toolkit Libraries

This whitepaper was meant to describe the software specification of shared components useful across the WPs of the ITSERR project. Due to the nature of the project and its history, this deliverable developed from a simple specification for software libraries into an enlargement of the ITSERR objectives, with the identification of the need for a common ITSERR marketplace (HORTUS) that will host the tools developed in each WP.
