The Adaptive Sovereign Cybersecurity Resilience (ASCR): A Scientific Framework for Measuring and Activating National Information Deterrence Capability
**Abstract — English:**This work introduces the concept of Adaptive Sovereign Cybersecurity Resilience (ASCR) — a scientific framework designed to measure and activate the national capability of information deterrence and digital sovereignty. The model proposes a quantitative formula integrating technical sovereignty (Ts), intelligence readiness (Ir), active threats (Vt), and vulnerability factors (Ra): ASCR = (Ts × Ir) / (Vt + Ra) The framework enables nations to calculate a measurable index called the Sovereign Cyber Resilience Index (SCRI), ranging from 0 to 100, reflecting the degree of national digital resilience. By linking cybersecurity, intelligence capacity, and societal adaptability, ASCR provides governments with an actionable structure to evaluate and strengthen their cyber deterrence posture. This model aligns with emerging doctrines of cyber sovereignty, providing a scalable foundation for adaptive national defense in the digital era.
