AIGN Systemic AI Governance Stress Test

The AIGN Systemic AI Governance Stress Test introduces the world’s first methodology for evaluating the resilience of AI governance systems under simulated regulatory, ethical, and operational crises. Developed by Patrick Upmann, Architect of AIGN OS – The Operating System for Responsible AI Governance, this framework moves beyond static compliance checklists toward dynamic resilience measurement. Inspired by financial stress testing (Basel III) and climate-scenario frameworks (TCFD), it defines six weighted phases — Foundation & Scoping, Regulatory Shock, Ethical & Crisis Simulation, Systemic Dependency, Organizational Stress & Culture, and Scoring & Roadmap — each mapped to the EU AI Act (2024), ISO/IEC 42001 (2023), NIST AI RMF (2023), OECD AI Principles (2019), UNESCO Guidance (2023) and related global standards. The Stress Test produces a Governance Resilience Score (AAA–C) and delivers scenario-specific insights connecting regulatory compliance, ethical integrity, and organizational trust. It establishes a new evaluative category for AI governance — transforming governance from documentation-based oversight to measurable systemic resilience. Academic Contribution– Establishes a novel methodology for systemic AI governance measurement.– Integrates law, ethics, and organizational theory (Beck 1992; Hollnagel 2014; Gillespie & Dietz 2009).– Lays the foundation for the forthcoming AIGN Governance Simulation Standard (AIGN-GS 2026) and the Governance Twin™, a continuous assurance model for AI governance. Abstract
