National online vaccination competence education in Finland: A decade of unified training
Abstract Background In Finland physicians and dentists and appropriately trained public health nurses, registered nurses, and midwives can vaccinate. Practical nurses, pharmacists, biomedical laboratory scientists may also vaccinate after appropriate training. Most vaccinations are given by nurses. Objectives To ensure consistent and sufficient vaccination competence, national online courses were developed in Finnish (2013-2015) and in Swedish (2017). A national network of teachers was also established. The training includes two modules: National Vaccination Competence Basic and Advanced Module (2 + 1 ECTS), with national online exams. To reflect new recommendations and learning environments the modules were completely updated in 2023-2024. They are implemented in degree education and can also be used in continuing education. Results National Vaccination Competence Modules are used in 18/21 Universities of Applied Sciences with healthcare education. Annually, around 3000-3800 students complete the Basics module, and 700-800 complete the Advanced one. Feedback from students, teachers and employers has been highly positive. The content is pedagogically diverse, clear and it supports learning. Continuous updates are essential because information and recommendations change and educational tools evolve. Conclusions This unified training strengthens vaccination competence and patient safety, maintains high vaccination coverage and contributes to national pandemic preparedness and resilience. High-quality vaccination competence creates equity in public health promotion. Key messages • Nationally unified vaccination training ensures safe and effective practice, preparedness and resilience. • Continuous updates are necessary to maintain the quality of education.
