5.F. Round table: Fostering synergies between EU Funding programmes to supports the EHDS Regulation
Abstract The purpose of this workshop, is to illustrate how synergies between the EU4Health and other EU Funding programmes managed by the European Health and Digital Executive Agency (HaDEA) support the European Health Data Space (EHDS) and its implementation. Policy makers, representatives of the Health and Digital Executive Agency (HaDEA) and from EU-funded initiatives will present projects findings supporting the implementation of the EHDS. 26 March 2025 marked the entry into force of the EHDS Regulation, and the beginning of the transition phase towards its application. The EHDS is a cornerstone of the European Health Union and the first common EU data space dedicated to a specific sector as part of the European strategy for data. The EHDS Regulation aims to establish a common framework for the use and exchange of electronic health data across the EU. The EHDS will: - Empower individuals to access, control and share their electronic health data across borders for the healthcare delivery (primary use of data); - Enable the secure and trustworthy reuse of health data for research, innovation, policy-making, and regulatory activities (secondary use of data); - Foster a single market for electronic health record (EHR) systems, supporting both primary and secondary use. HaDEA manages more than 70 projects and initiatives under the EU4Health, Horizon Europe and Digital Europe programmes to support the implementation of the EHDS. Panellists will include high level representatives from the European Commission, the European Health and Digital Executive Agency (HaDEA) and representatives of key EU-funded initiatives. - European Commission DG SANTE (TBC) - the speaker will provide the regulatory framework of the EHDS, and its impact on the lives of patients and researchers. -HADEA - Director - the speaker will explain how through synergies and EU funding, the Agency supports the EHDS. Project representatives will also join the panel to share their experience of EU funding implementing the EHDS, for example: - Xt-EHR (TBC), an EU4Health Joint Action that is developing implementation guides and technical specifications for a comprehensive, interoperable and secure Electronic Health Records system, promoting seamless healthcare data flows across Europe. The aim is to help healthcare providers with the diagnoses and treatments, to improve patient care and to allow citizens to control their own health data. - TEHDAS2 (TBC), an EU4Health Joint Action that is developing technical specifications and guidelines to ensure a secured accessibility of health data across borders and enable the secondary use of such data for research, innovation or policy making. It regularly collects input from stakeholders through public consultations and EU countries can use its results to prepare the implementation of the EHDS regulation. - Representative from a Horizon Europe /Digital Europe Project contributing to the EHDS (TBC) Key messages • The EHDS will allow citizens to access and exchange their health data in a secured manner, and will also support research and innovation through the secondary use of health data. • European funding programmes play a crucial role in supporting the implementation of the EHDS regualation.
