Reforming PHC financing as a response to the public health impacts of the conflict
Abstract This presentation will outline evidence from a costing study, time-use study, and survey of PHC facilities (n = 86) on financing challenges experienced by PHC facilities due to the war in Ukraine. It will examine how PHC financing reforms have been employed to address these challenges. Specifically, it will outline how payment mechanisms and capitation rates were adjusted to account for the impact of conflict, including increased funding for PHC providers and for mental health services. Focus will also be placed on financial incentives designed to sustain access in rural and conflict-affected areas.
