The Dual Shift: AI Agents intersect with Web3 - Sector Perspective: Governments and Supranational Entities – Re-Architecture for Power Dynamics
The paper outlines architectural implications of a dual technological shift: the convergence of autonomous AI agents with blockchain-based infrastructures, examined through the lens of public governance and supranational authority. Traditional state and state-adjacent structures have relied on legal codification, human-centred control chains and politically sanctioned oversight. Such architectures operate with procedural latency, require consensus across jurisdictional layers, and draw authority from institutional continuity. Jurisdictional primacy recedes where executable rules define permissible action and agency manifests through cryptographic credentials. In a converged state, execution, legitimacy and institutional accountability increasingly reside within systems structured around programmable coordination and cryptographic verifiability.
