Quality indicators and guidelines
Abstract Clinical guidelines provide the ‘what’ - evidence-based recommendations on how care and health policies should be delivered. Quality indicators, on the other hand, provide the ‘how well’ - measurable benchmarks that track whether those recommendations are being implemented effectively and consistently. This presentation explores the critical link between guidelines and quality indicators, focusing on how indicators: translate recommendations into concrete, measurable actions; help monitor performance, identify gaps in care, and guide quality improvement; support accountability for clinicians, organizations, and health systems; and enable data-driven decision-making and policy development. Key themes of the presentation include: the process of developing quality indicators from clinical and public health guidelines; ensuring indicators are valid, feasible, and relevant to local contexts; how indicators are used in clinical and public health practice, audits, and national reporting; challenges in implementation, especially in resource-limited or evolving health systems. Real-world examples from Cyprus and other health systems will illustrate how well-designed quality indicators can serve as powerful tools for improving patient and population outcomes and driving system-wide excellence.
