Етапи та організація державного стратегічного планування розвитку в сфері медичного туризму

One of the key conditions for successful state strategic planning in any industry is a clear definition of the stages of strategy development. Having analyzed the scientific literature and current regulatory legal acts, it was found that there is no unified procedure for the formation and implementation of strategies in various spheres of state policy. The purpose of the article is to determine approaches to the stages of formation and implementation of strategies in general and medical tourism in particular, as well as to develop organizational provisions for the formation and implementation of a medical tourism development strategy. In the article, the author proposes the stages of development and implementation of a medical tourism development strategy, such as: organization of the process of developing a medical tourism strategy; preparatory stage of developing a medical tourism strategy; analytical stage of developing a medical tourism strategy; methodological stage of developing a medical tourism strategy; verification and approval of a strategic document for the development of medical tourism; implementation of a strategic document for the development of medical tourism; monitoring the implementation of a strategic document for the development of medical tourism; adjustment of a strategic document for the development of medical tourism; evaluation of the implemented strategy for the development of medical tourism. In the course of the research, a comprehensive approach to organizing the strategy development process was developed, which includes: substantiation of the initiative stage of state strategic planning; motivation of state administration entities to the need to develop a strategy for the development of medical tourism; the procedure for making a decision on developing a strategy was determined; the procedure for forming a working group for developing a strategy for the development of medical tourism was proposed; the procedure for approving a working group for developing a strategy for the development of medical tourism was developed. These aspects emphasize the peculiarity of modern approaches to state strategic planning and the specific properties of medical tourism as a qualitatively new phenomenon for Ukraine.
