Cybersecurity Incidents and Their Social Impacts: Case Studies and Ethical Implications

Abstract:Cybersecurity incidents today extend far beyond technical boundaries—they generate real social, economic, and psychological effects that can destabilize communities and institutions. This paper investigates six significant cases across diverse domains: the Ukrainian power grid intrusion, the NHS WannaCry ransomware, COVID-19 era cyber threats, the Bangladesh Bank heist, and studies on cybersecurity in sustainable development. It explores how these incidents led to cascading societal harms such as fear, essential service disruption, financial losses, privacy breaches, and erosion of public trust. The analysis aligns these harms with ethical obligations outlined in the ACM and IEEE Codes of Ethics, emphasizing that professional responsibility extends beyond technology to public safety, transparency, and fairness. Findings reveal that ethical governance, proactive communication, and resilience planning are key to transforming cybersecurity from a purely technical discipline into a social safeguard that promotes trust, equity, and sustainability.
