Learning in the Age of the Machine
In 2025, the integration of generative AI into education has moved from experimentation to administration. Learning in the Age of the Machine examines how education systems can harness machine intelligence without forfeiting their human mandate. Drawing from UNESCO’s Recommendation on the Ethics of Artificial Intelligence, the Council of Europe’s Framework Convention on AI, and the UK Department for Education’s 2025 Generative AI in Education policy, this white paper traces the evolving intersection of ethics, governance, and pedagogy. It maps five arcs of analysis: the global AI governance backdrop, UNESCO’s moral horizon, the UK’s institutional adaptation, the emerging tensions of educational AI, and the horizon of future policy. The paper identifies five shaping themes—governance, human agency, equity, transparency, and AI literacy—as the structural forces defining education’s next decade. The white paper argues that while algorithms teach us to predict, education must retain its ability to teach us to choose.
