The Wise Choice Framework (WCF): Toward Reflective Foresight in Human–AI Decision Systems (Version 2.0)

This open-access paper presents the Wise Choice Framework (WCF)—a reflective design-science model integrating emotional, ethical, and foresight filters for bias-neutral decision-making across both human and AI systems. Developed within the Design Science Research (DSR) paradigm, WCF combines six reflective filters—Emotional, Necessary, Realistic, Ethical, Wise, and Impact—through a Foresight Lens that extends moral accountability across time and generations. The framework bridges rational optimization with ethical reflection, offering a structured method to embed foresight, empathy, and long-term reasoning in decision systems. It reconceptualizes decision-making as a cycle of reflection, supporting both human deliberation and explainable-AI design. Through theoretical synthesis and an illustrative case on flood-resilient housing policy, the study demonstrates WCF’s potential for responsible governance, anticipatory ethics, and sustainable innovation. This Version 2.0 represents a substantially revised and peer-aligned edition released under a CC BY-NC 4.0 license for open academic collaboration. Abstract

Commercial applications, software integration, or paid reuse require written permission from the author.
