Alliance Defense Posture 2024-2025: Readiness, Finance, and the Contested Spectrum. A Comprehensive Assessment of NATO Manpower, Capability, and C4ISR Resilience.

The 2024–2025 assessment confirms the successful shift toward collective territorial defense, anchored by the New Force Model (NFM) and fiscally supported by the 5% Defence and Security Investment Pledge. While financial compliance is improving, two critical gaps threaten operational success: insufficient Integrated Air and Missile Defence (IAMD) and a profound vulnerability in the Contested Electromagnetic Spectrum (EMS). Russia's pervasive jamming of Positioning, Navigation, and Timing (PNT) systems is a significant tactical threat. However, the emerging, existential threat is the high-tech, systemic challenge from China, which leverages High-Power Microwave (HPM) weapons and advanced photonic spoofing to achieve non-kinetic system kills against C4ISR networks. The Alliance's effectiveness in a high-intensity conflict depends entirely on securing the EMS. This report presents six actionable recommendations, including mandatory NFM readiness certification, the creation of strategic logistical reserves, and a new directive for AI-enhanced counter-spoofing and integrated Cyber-Electronic Warfare (Cyber-EW) hardening.
