AI Content Regulation and Creative Freedom: A Policy Proposal for Ethical Innovation in Artificial Intelligence

Abstract: This policy essay presents the Ethical Innovation and Creative Freedom Framework (EICFF), a global model for balancing the regulation of artificial intelligence with the preservation of human creativity. The framework builds on human-rights principles, emphasizing transparency, pluralistic governance, and equitable access to creative tools. Drawing upon UNESCO (2021/2023) and OECD (2019) recommendations, it proposes mechanisms such as an AI Creative Freedom Commission and a Global Public Innovation Fund to institutionalize ethical innovation. The essay argues that AI-assisted creativity should be treated not as a risk to contain but as a human right to cultivate, advancing moral imagination in governance and affirming that technology, when guided by conscience, can deepen rather than diminish human freedom.
