Effective Equidistribution and Point-Counting in Tame Homogeneous Dynamics: An O-minimal Approach to Atypical Intersections

This paper develops a novel framework combining techniques from homogeneous dynamics, model theory, and Diophantine geometry to address problems of effective equidistribution and counting for atypical intersections. The classical results of Ratner, Margulis, and Dani, which have been instrumental in solving long-standing conjectures in number theory, are fundamentally non-effective. We introduce methods from the theory of o-minimal structures, particularly the Pila-Wilkie counting theorem and its variants, to overcome this limitation. Our central contribution is the development of a 'tame' dynamical framework for actions of semisimple Lie groups on homogeneous spaces. Within this framework, we prove that certain Poincaré sections and return maps are definable in an o-minimal structure, allowing the application of powerful point-counting theorems. As a primary result, we establish an effective, power-saving asymptotic formula for the number of intersection points between a trajectory of a unipotent flow and a definable 'transcendental' submanifold. This generalizes the Pila-Zannier strategy to a dynamical context. We then apply this machinery to obtain a quantitative version of the Oppenheim conjecture for values of irrational indefinite quadratic forms represented by orbits of $\SO(p,q)$, providing explicit error terms that depend polynomially on the discriminant. Our results demonstrate the power of o-minimality in rendering ineffective equidistribution theorems effective, opening new avenues for quantitative studies of Diophantine problems on homogeneous varieties.
