Proactive Defense: IT Problem Management's Strategic Role in Enhancing Data Security for Saudi Digital Projects
This research paper examines the pressing data security challenges that accompany Saudi Arabia's ambitious digital revolution under Vision 2030. It argues that conventional, reactive IT Incident Management that is centered on rapid service restoration is ineffective in addressing the systemic vulnerabilities responsible for recurring cyber threats. As an answer, this paper recommends strategic shifting towards proactive IT Problem Management and introduces the "Proactive Problem Management Framework for Data Security (PPM-DS)." This new framework is specifically designed to identify, diagnose, and remove the root causes of security loopholes instead of merely addressing their symptoms. Developed with a positive research methodology, the effectiveness and applicability of the framework are demonstrated via an in-depth analysis of three representative Saudi Arabian case studies in its key sectors: FinTech, giga-projects, and digital government services. The findings reveal that the active approach efficiently reveals embedded design flaws and architectural vulnerabilities that had not been addressed by traditional methods. The report concludes that formal IT Problem Management discipline is a strategic imperative for the Kingdom. It presents a roadmap to establishing a robust, self-healing posture of defense important for national digital asset protection, investor and citizen confidence, and the successful realization of Vision 2030 goals.
