Blockchain Elections - Vote Certification

This paper presents a serverless system for vote certification on the blockchain, designed to guarantee electoral transparency and validate the integrity of results. The system allows each elector to issue an encrypted sworn declaration of their vote, which is registered with full evidentiary value. Certification data is accessible to external auditors, both directly from the blockchain and through a dedicated API. The primary objective is to mitigate the historical vulnerabilities of democratic processes, particularly the gaps in the chain of custody that can lead to electoral fraud. The system provides an independent verification mechanism for citizens, complementing the official count. This document details the technical and operational characteristics and limitations of the system, with a specific focus on the Colombian electoral context.
