Capacity Building, Digital Literacy, and Information Access for Inclusive Development

Inclusive development in the 21st century depends increasingly on people’s ability toaccess, use, and benefit from information and digital resources. Capacity building, digitalliteracy, and information access serve as the three interconnected pillars that enable individualsand communities to participate fully in social, educational, and economic life. This paperexamines the theoretical and practical aspects of these concepts, reviews relevant literature, and analyzes their role in achieving inclusive development. It further discusses case studiesfrom India and global contexts, identifies challenges such as the digital divide, infrastructuralgaps, and socio-cultural barriers, and provides policy recommendations. The findings indicatethat a comprehensive approach combining capacity building, digital literacy initiatives, andequitable information access is crucial to empower marginalized groups, reduce inequality, anddrive sustainable development.
