Request for Comment on Innovative Methods to Detect Illicit Activity Involving Digital Assets

This comment responds to the U.S. Department of the Treasury's request for public input on innovative methods to detect illicit activity involving digital assets, published in the Federal Register on August 18, 2025 (90 FR 40148). Drawing on over 20 years of experience integrating complex financial systems for commercial and investment banks, this document presents technically grounded analysis and recommendations on five critical technology areas: 1) Application Programming Interfaces (APIs) for real-time compliance and transaction monitoring2) Artificial Intelligence and Machine Learning for pattern recognition and anomaly detection 3) Digital Identity Verification systems for enhanced KYC/AML processes4) Blockchain Analytics for on-chain and off-chain data integration5) Additional innovative technologies including cryptographic protocols and smart contract verification The paper addresses the policy implications of Executive Order "Strengthening American Leadership in Digital Financial Technology" (January 2025) and the GENIUS Act (July 2025), which mandate enhanced AML/CFT compliance frameworks for stablecoin issuers and digital asset market participants. Key recommendations include regulatory clarity for RegTech adoption, cost-benefit frameworks for implementation, and privacy-preserving approaches to compliance automation. This work was submitted as an official comment to the U.S. Department of Treasury (Docket TREAS-DO-2025-0070) and is publicly available at regulations.gov (Tracking: mg7-5mya-zc2o).
