Humane and Reflexive Compliance Governance: Rethinking Institutional Legitimacy in Digital Healthcare Operations

This practitioner–academic whitepaper develops the Humane and Reflexive Compliance Governance Framework, a conceptual model for balancing regulatory accountability with human autonomy in digital healthcare operations. Drawing on over fifteen years of professional experience in healthcare operations and compliance management, the paper examines how surveillance-based governance models can undermine institutional trust and ethical reflection, even when legally compliant. The study proposes a reflexive, process-governed approach to compliance that integrates institutional theory, behavioural governance, and humane work design. It analyses the psychological and organisational costs of excessive monitoring and identifies design pathways for ethical, trust-based oversight mechanisms in distributed healthcare environments. The framework serves as a foundation for future doctoral research exploring how AI-enabled systems can enhance compliance efficiency while preserving professional autonomy and organisational legitimacy.
