DIRECTIONS AND MEASURES OF INFORMAL SOCIAL CONTROL OF CORRUPTION RELATIONS

The article analyzes the directions and measures of informal social control of corruption relations as a key element of corruption prevention. It is proved that exclusively legal (formal) measures are insufficient for effective counteraction, since corruption relations are rooted in a system of informal practices and social norms. The paper makes a methodological distinction between corruption as an institutionalized system and corrupt relations as practices that can be prevented through social control. The main focus is on such areas of informal control as the use of artificial intelligence technologies to identify hidden connections and analyze behavior, as well as the dissemination of anti-corruption standards through online educational resources and crowdsourcing platforms. The ambivalence of informal control is revealed: on the one hand, it is an effective prevention tool, on the other, its capabilities are limited by data transparency and the risk of increased online forms of corruption in response to stricter formal measures. It is concluded that it is necessary to integrate formal and informal mechanisms into a single corruption risk management system.
